Primera is a second-season character and usually follows Lantis. Makona is fond of harassing her. In this scene, Primera is indulging in her habitual jealousy streak as she imagines “her” Lantis spending time with Hikaru.
The wings are wavy due to the thick white paint used. I have seen other cels from this sequence, and all show the same wobbly surface.
