Reiko was a childhood friend of Yuu’s sister. In the anime, Reiko works at the International Military Organization alongside Kaori. Reiko’s position at the base is unclear until later in the series. This cel is from the first part.
Reiko at first wears her hair down, but as the series progresses, and the situation at the base becomes more dangerous, Reiko wears her hair up.
