This is the golden dragon Ryujinmaru, who transforms into a mecha that Wataru enters in a beam of red light. Inside the mecha the dragon resides, and Wataru lands on the top of the dragon’s head and grasps the the horns on either side to take control.
This cel is part of one of the henshin sequences used in the series.
