This is a flashback scene from Yuu’s childhood. The screaming crying girl is his sister Kaori who had just tried to kill him. Her father is holding her to both stop her and comfort her. Yuu remembers this at the end of episode 9 when he finally realizes that his superior at the IMO is also his older sister.
The second cel below is of Masaki Kananase, their father, also from the past. Masaki was a scientist who was working on a project to develop something called “Remake”, and Yuu was a subject in the experiments.
