This is Ruka, Noelle’s little sister in the Tenshi ni Narumon assembled family. She is an inventor who is not afraid to occasionally blow things up. Ruka very helpfully tries to invent a device for Noelle to fly so she might become an angel. Like all of the members of the family, she looks out for threats to Noelle which show up regularly. This cel shows up in Step 13, where Ruka sees a suspicious character.
