This cel from Cyborg Kuro-chan and depicts our eponymous hero Kuro-chan! The series was based on a children’s manga by Naoki Yokouchi. The TV series was created by Studio Bogey.
Kuro-chan was a normal housecat owned by an elderly couple. He is kidnapped and experimented on by Dr. Go, a mad scientist, but Kuro-chan escapes him and becomes a vigilante super-cat who is now bipedal and can speak like a human. The series had 66 episodes and ran from 1999 to 2001.
