This is the White Ice-toothed Tiger God from the second season of Chou-Mashin Eiyuuden Wataru. When Wataru reaches the 5th level, he and his friends befriend a cat named Dana. It is later revealed that Dana is actually the Guardian of the level and had his memory wiped and his form changed. This cel is part of the henshin sequence when Wataru fuses with the power of the white tiger and Dana regains his Guardian form.
